Thomas
L. Phillips was born in Campbell County, Virginia, on October 24,
1928. He attended Rustburg High School, then the University of
Virginia, where he was a member of the Raven Society and Omicron
Delta Kappa. After obtaining a BA degree from the University of
Virginia in 1950, he went on to the University of Virginia Law
School, graduating in 1953. While at the University of Virginia Law
School he was a member of the Virginia Law Review.
After
graduating from law school Mr. Phillips returned to Campbell County
to make his home and raise his family. He is a former member of the
Campbell County School Board, and of the Virginia Judicial Inquiry
and Review Commission. He is a member of the Lynchburg and Campbell
County Bar Associations; the Virginia State Bar; and the Virginia
Trial Lawyers Association. Although in the past his practice
included a variety of litigation, including traffic and criminal
defense, in recent years Mr. Phillips has limited his practice to
plaintiff's personal injury cases and representing landowners in
eminent domain cases. Mr. Phillips, wife, Rebecca Evans Phillips,
formerly was a court reporter with Evans & Company.
